Chair
Nancy Kincaid, MA, APR
Nancy
Kincaid is a nationally accredited,
award winning public relations and
marketing professional with more
than 25 years experience. Her
career spans work in corporate and
government public relations, and
broadcast television and radio
production and promotion. Appointed
by Governor Arnold Schwarzenegger,
she is currently the Director of
Communications and External Affairs
for the California Department of
Mental Health, the fourth largest
state department. Nancy holds a
Bachelor’s Degree from California
State University, Sacramento in
Communications and Public Relations,
with an emphasis in Issue and Crisis
Management. She earned her Master’s
Degree in Communications/Government
and Corporate Advocacy from the same
institution. She is an adjunct
faculty member at CSU, Sacramento
where she teaches marketing in the
College of Business Administration
and public relations management and
writing courses in the Department of
Communication Studies and
Journalism.
Chair Elect
Janelle Guthrie,
APR
Janelle
Guthrie, APR, is the Communications
Director for the Office of
Washington State Attorney General
Rob McKenna. She manages a team that
researches AG McKenna’s speeches,
handles media relations, writes and
designs internal and external
newsletters, manages social media,
the intranet and external Web site,
builds community on-line and in
person and provides general
information via print, audio and
video to the public and others. She
joined the office in 2005. She
graduated with honors from
Washington State University with a
double major in journalism and
political science/pre-law. Janelle
has worked as legislative director
for the Washington State Grange,
Senate Republican Caucus
Communications Director, Press
Secretary for the 2004 Dino Rossi
for Governor Campaign and Executive
Communications Program Manager for
Microsoft. An award-winning
communicator, she is past President
of the Public Relations Society of
America Puget Sound Chapter (2008),
has served on the board since 2004
and has chaired both the Olympia
Communicators Group and the South
Sound PRSA group. She and her
husband live in Tumwater, Wash.
Treasurer
Amber
Chiang, APR
Amber Chiang, APR is the
Director of Marketing and Public Relations at Bakersfield College in
Bakersfield, California. Her career spans work in public and private
communications, as well as in publications and web design. She has been active on the PRSA North Pacific
District board for ten years as the web designer, and became a member of the
executive board in 2009. Amber earned her APR in August 2008. She has been a member of the Central California Chapter since 1996, and was
president of that chapter in 2002. She received the Trevett Award from the
Young Professionals section of the PRSA-Los Angeles chapter, which honors
outstanding Young Professionals from the greater Los Angeles area, in 1998,
and was named Central
California Professional of the Year in 2007. Amber has a Bachelor of
Arts degree in Communications from California State University, Bakersfield,
and currently serves as the professional advisor to the Public Relations
Student Society of America chapter at her alma mater.

Ronele Klingensmith, APR
Ronele
Klingensmith, APR, founded RKPR Inc.
seven years ago to provide clients
with innovative communications
strategies. Supported by a talented
team of professionals, the agency
primarily focuses on special events
working with several Reno-Tahoe
entities on a local, regional and
national level. With her 17 years of
communications experience,
Klingensmith offers clients a broad
range of expertise with strong
emphasis on travel and tourism,
focusing on the integration of
social networking, new media and
integrated communications. Ronele
has been a member of the Sierra
Nevada Chapter of the Public
Relations Society of America (PRSA)
since 1994 serving in various
capacities on the board through
December 2006 when she completed her
three year board position as the
Chapter’s National Assembly
Delegate. In 2007 and 2009, Ronele
served as one of the 151 senior
practitioner judges for the annual
Silver Anvil Awards competition in
New York City. She holds a bachelor
of arts in journalism from the
University of Nevada, Reno and
received her certification as an
Accredited Public Relations
Professional in 2003 from the Public
Relations Society of America (PRSA).
Ronele currently serves on the Board
of the Northern Nevada Development
Authority and the Northern Nevada
Branch of the Juvenile Diabetes
Research Foundation.

John Mitchell, APR
Currently
an Assistant Professor in the
University of Oregon School of
Journalism and Communications, John
was External Communications
Coordinator for Eugene Water &
Electric Board (EWEB) for over 23
years, focusing on public relations,
marketing and advertising.
Prior to EWEB, John was public
relations director at
McKenzie-Willamette Hospital in
Springfield and served as public
information officer for the U.S.
Forest Service. Previous to his PR
career, John worked for several
Northwest daily and weekly
newspapers. He has been a
member of PRSA since 1992, and a
board member of the Greater Oregon
Chapter of PRSA since 1994, serving
as president in 2004. John received
his APR in 2000. He has both
undergraduate (1976) and graduate
(1983) degrees in journalism from
the University of Oregon.
Since 1986, John has taught PR
classes as an adjunct assistant
professor at his alma mater and
since 1994 has served as
professional advisor for the UO
chapter of the Public Relations
Student Society of America.
